Assignment Description:

S.C. Centrala Electrica de Termoficare Iasi S.A. (“CET Iasi” or the Company”) in Iasi, Romania, intends to rehabilitate its district heating system. The project shall cover the refurbishment of distribution pipes, replacement and rehabilitation of central heating sub-stations and installation of in-building heating sub-stations (the “Project”). The Project, which has a total estimated cost of about EUR 31.8 million, is proposed to be co-financed by the European Bank of Reconstruction and Development (the “Bank”) and the Swiss Government.


CET Iasi is seeking to engage a consultant to facilitate the timely and effective implementation of the Project by inter-alia: 

-          directing and arranging for detailed design of the Project, review of the design all aspects of procurement, contract administration, contract supervision and disbursement;

-          providing assistance in procurement of supply and works contracts  in accordance with the procedures, specifications and documentation of the Bank and pursuant to the conditions of the Loan/Grant Agreements;

-          providing timely recommendations and reporting to the Company in the contract administration process;

-          carrying out supervision and administration of the supply and works contracts and advising the Company for the aspects that may affect the Project’s successful implementation, providing data, advice and information in line with best industry practices, and;

-          assist the Company in completing all necessary reporting under its obligations in the Loan and Grant agreements, including compliance with the Environmental Action Plan agreed with the Bank.

Assignment Start Date and Duration:

The assignment is anticipated to start in July and have a duration of 28 months.



Maximum Budget available for the Assignment:

EUR 600,000; Exclusive of VAT. 

The consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the Bank’s special status as an IFI and state this in their response to the Invitation for Expressions of Interest.  To the extent that a consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.

Consulting firms (all members of a joint venture respectively) shall be registered in Switzerland’s official commercial register. Non-Swiss consultants may be engaged as long as at least 50% of the assignment (remuneration-based), as well as all management activities for the assignment, shall be performed by permanent employees of the Swiss Consulting firms or Swiss Subcontractors, or by freelance individuals lawfully and permanently residing in Switzerland and temporarily employed by the Consulting firms.



Consultant Profile:

The consultancy firm or consortium should have experience in the supervision and implementation of projects in the district heating sector, preferably in Central and Eastern Europe.

It shall be responsible for mobilisation of qualified engineers, technicians and other professional staff with the proven experience in the administrative management, procurement and design of similar contracts and acquiring the equipment for the projects in comparable climatic and geological conditions.

All experts shall have university education and a minimum of 7 years experience of the activity in a similar position; the pool of experts should include experts with not less than 2 years previous experience of working in the region. All key experts should be fluent in English. The IFI Procurement Specialist shall be fully familiar with FIDIC- based contracts and Supply and Install type contracts, including those associated with donor-funded grants.


Interested firms are hereby invited to submit expressions of interest.

In order to determine the capability and experience of consulting firms seeking to be short-listed, the information submitted should include the following:

·         company profile, organisation and staffing;

·         details of experience or similar assignments undertaken in the previous five years, including their locations;

·         CVs of staff who could be available to work on the assignment.

The above information should not exceed normally 25 pages excluding CVs. One original and four copies of the above information, in English, should be submitted to the Client in an envelope marked Expression of Interest for Iasi District Heating project management - engineering, procurement and design, to reach the Client not later than 2 May 2006, 16:00 local time. For purposes of interpretation, the English language versions shall in all cases govern.

One additional original should be submitted to the EBRD by the same due date.


Following this Invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Short-listing and selection will be subject to the confirmation on the  availability of funding from the donor.
